Indonesia has adopted the concept of e-government to create good governance and increase the quality of public service delivery. Although the implementation of e-government offers several benefits, not all e-government implementation is successfully accomplished. Most e-government implementation have failed either partially or totally (Heeks, 2003). According to Gupta et al. (2017), one of major factors for successful implementation of e-government is related to government employees’ adoption of the system. Unless they have positive reactions and intent to use e-government, the successful implementation of e government may not be realized. Therefore, the study of e-government adoption from employee perspectives is crucial. This paper tries to investigate civil servant adoption of e-government in Indonesia using the UTAUT model. It will examine the differences of e-government adoption by employees among age groups and between mandatory and voluntary context. This study was conducted in the government of West Java province. We used an online survey with items were adapted from Venkatesh et al. (2003), namely social influence, effort expectancy, facilitating conditions, performance expectancy factors and all three items for behavioral intention. Pretesting of the measures was carried out to 6 government employees and, then several slightly adjustment was applied. In conclusion, our study provides empirical evidence on civil servant’s adoption levels toward e-government in the West Java Province Government. It shows that civil servants have a high positive adoption towards e-government. In addition, context and age groups were not statistically significant to explain the variation of e-government adoption levels. However, performance expectation factor can explain the differences of e-government adoption levels among age groups in mandatory system and facilitating condition factor can account for variation of e-government adoption levels among age groups in voluntary system.
