The existence of illegal lead smelter in Jagabaya Village, Parung Panjang District, Bogor Regency, West Java Province were considered interfere by local people. People were starting to complain of burning activities that undertaken by illegal lead smelter which can cause unpleasant odor, disrupt the respiratory tract, and very detrimental for human health (Radar Bogor, 2012). Based on the information of community, illegal lead smelter are still ongoing. Smelting activity usually begin at night from 23:00 pm until 06:00 am. Lead smelter is an industry which is engaged in recycling of used batteries that can produce lead to be reused as raw material industries, such as industrial batteries, paints, electronics, and others (KPBB, 2012). Smelting process of used batteries could potentially emit harmful particulates. The health problems that can happen such as; acute respiratory infections, lung cancer, and cardiovascular disease. Therefore, we need a further study to determine the relationship between the illegal lead smelter with the public health conditions in Jagabaya Village. In this study, there are some activities that was done such as measurement of respirable particulate concentration in community (especially groups of children), identification of hazardous metals in respirable particulate, surveys and interviews to every house of citizens to collect their aspirations and their opinion about the existence of illegal lead smelter in their neighborhood. Based on the aspirations from community, 80% of community expect that illegal lead smelter in their area will be eliminated immediately because they feel disturbed, while 15% of people expect the industry still exist, but still need to overcome the pollution effect by some technologies that can be applied as well as the chimney, and 5% of people expect law enforcement agencies are decisively tackle those industry without permission assisted by government assistance.
