An astronomical observatory, either terrestrial or space-based, is a facility primarily intended to seek new knowledge of the universe. Its next and increasing purpose is education, for professionals and for public. In this spirit, the National Astronomical Observatory Project is in the process of incorporating a public education element. The new observatory is a modern astronomy research facility which will begin construction in the Central Amfoang District, in the Kupang Regency in the mountain regions of Timor Island. To ease education access to the people of Nusa Tenggara Timur (NTT) and to protect the site from urban developments (with accompanying potentially deleterious effect of light pollution), it is decided that the implementation of the educational aspect be carried out in the nearest urban center, the city of Kupang. NTT currently has no informal education facilities such as museums, scientific learning centers, planetariums, etc. Therefore, this popular education facility is conceived with an eye for future expansions into different and broader sciences.
