Research activities in universities and in research institutes in certain fields of science such as pharmacy, chemistry, chemical engineering, and other relevant fields require various chemicals as the main consumables. Chemicals can generally be categorized as organic solvent / solvent; bulk chemicals including active pharmaceutical ingredient (API), excipients and food additives; reference raw compound; reagents necessary for qualitative and quantitative analysis work; and various fine chemicals needed for organic synthesis work, both starting materials, activators, catalysts, reducing agents, oxidizing agents, alkylating agents, acylating agents, etc. Many of these chemicals have a very high diversity and cannot be denied in terms of hazard characteristics, many of which are reactive, toxic and dangerous. With conditions like this (in terms of obtaining chemicals), of course the research that requires chemicals, especially the research related to organic synthesis which is actually very important in drug discovery, will be very unfavorable and makes Indonesia will be far behind other countries, including in the ASEAN. This also makes it difficult for Indonesia to achieve national self-reliance in providing medicinal raw materials and quality assurance and control of medicine and other pharmaceutical products, because the chemicals needed are very limited and difficult to obtain.

The problem that often occurs is that these chemicals are very difficult to obtain. Even if the chemical can be delivered to Indonesia, it will take a long time for the material to reach the user (must wait a minimum of 3 months). Furthermore, often after waiting for a long time, the chemicals cannot be obtained because when the chemicals arrive in Indonesia, they were held at the immigration / custom, and declared as a material not allowed to enter / circulate in Indonesia, and consequently the materials have to be sent back to their countries of origin (generally chemicals are purchased from America, Japan, or Germany).
