Congestion that often occurs in big cities in Indonesia, causes high uncertainty in travel time between two places in the city. Remote areas that are difficult to access are also an important concern, especially in Indonesia, there are still many inhabited small islands that lack access. This causes difficulties for shipping goods that are sensitive to travel time. To overcome this need an alternative way to send goods safely, and more guaranteed on time delivery. From the above motivation, the main focus of this research is the design of a multi-rotor mini UAV vehicle and its operational support system, for the delivery of goods between two short-distance missions. In accordance with the main mission of the vehicle system that was built, several problems that became the main challenges include being related to the development of a low noise level vehicle system, the development of a flight guidance and control system / maneuver that is suited to the mission requirements, the development of the operating system and vehicle safety operation analysis. The purpose of research / development at this initial stage is to define and design common vehicle configurations, analysis of vehicle noise reduction problems, analysis and design of vehicle guidance and flight control systems, and to build a vehicle main system. Research / development methods used include reviewing and analyzing missions, vehicle configurations, vehicle system configurations, numerical analysis of some major problems, such as noise and flight guidance / control issues, and initial construction / construction of vehicle systems. From this first phase of research, the following outcomes were produced (the results of the collaboration with the Flying Physics Research Group): 1. The prototype of the vehicle and operating system that will be used 2. System design technical documents
