The poor condition of transportation in urban areas is generally caused by the increasing gap between the needs of the movement and availability of transformation infrastructure, which is due to the limited financial government. The origin of the low inconstration provided by the city government is the wrong paradigm in the planning and management of transportation sector financing. The paradigm used so far focuses on the project approach, which is how to use funds available on the government budget. Even though the correct paradigm in this case is starting to use other more innovative financing sources compared to relying on funding obtained from various taxes. The change in the paradigm certainly needs to be supported by ready human resources, both in terms of scientific and in terms of competence. It should be admitted that currently the available library book is related to the urban transportation financing system that has no Indonesian language. Efforts to procure textbooks on financing of urban transportation systems are expected to help teachers to be able to prepare graduates who understand the issue of urban transportation systems, especially in terms of financing. The initial stage to be carried out is to find related literature, conduct literature studies, curriculum inventories, book outlines, compilation and book writing, conduct a review of books, make improvements in books based on the results of the review, and printing.
